        Creates a Resource hyperlink tag and resolves the name attribute.
        Parameters:
        position - The position of the tag in the parsed string.
        attributes - The tag attributes.
        inputString - The input string to KString.
        parsePosition - The parsing position where tag starts.
        Throws:
        KStringParseException - For missing attributes.
