    SecretsLifecycle
    The life cycle of this process's secrets store (SECRETS-STORE-DESIGN.md section 7, build order SK-3): which store is installed in SecretsStores, when it is opened, and when it is disposed of.
    SecretsStore
    The secrets store of a machine (SECRETS-STORE-DESIGN.md sections 4 to 7, build order SK-2): one owner-only XML property file, <user.home>/.iizi-secrets/iizi-secrets.xml unless the system property "iizi.secrets.file" names another (decision P-12 (a); there is no environment variable), that keeps the values of the secret-marked properties of every file on the machine, keyed by context and atom path (ISecretsContext).
