public final class ServerLicenseAccess extends Object
The license system of a started iiziServer, for its licence counter (com.iizix.server.user.LicenseCounter, LICENSE-V2-DESIGN.md 6.2) and through it for ServerAdmin's licence status line: ServerShell.getLicenseSystem() is package-private, and the counter lives in com.iizix.server.user beside ActiveUserSessions.

Only a started server answers: before ServerShell.onWorkerStarted has loaded the license system and set the start time, this class does not ask, so it never loads the license system early and never repeats the SEVERE line of a license system that failed to load (the server does not start then).
