A pinned root key (LICENSE-V2-DESIGN.md section 2.4, ruling LV-3): the key ID a key certificate's kid line names, and the public half of the offline root that signs certificates. Not secret.

      kid - The key ID.
      text - The public key as Ed25519.publicKeyToBase64Url(PublicKey) writes it.

      IllegalArgumentException - If the key ID is malformed or the text is not an Ed25519 public key.
